Policy Innovation Japan Inc. (Headquarters: Chiyoda-ku, Tokyo; Representative Director: Haruka Koshimizu; hereinafter “the Company”) was founded in August 2025. As Japan’s first company dedicated to AI-powered public affairs, our mission is to dramatically enhance transparency and efficiency in the policymaking process.*
The Company will operate three core businesses-Policy Navigator, Lobbying Support, and Kokkai Sokuran-to empower corporations, local governments, and international stakeholders to participate more effectively in the policy arena.
 
Who We Are
Guided by our corporate philosophy, “Policy × Innovation: Redefining Policy Advocacy”, Policy Innovation Japan pioneers a new approach to public affairs in Japan. Until now, policymaking has often been confined to administrative and political experts, creating barriers to access and understanding.
Through a hybrid approach combining AI technology with policy expertise, we are building a transparent model of policy engagement as an alternative to traditional lobbying. Our services-including Policy Navigator, which analyzes policy documents and legislative records to visualize trends and risks; advisory support that facilitates stakeholder dialogue; and Kokkai Sokuran, a database integrating profiles of National Diet members and senior government officials-significantly improve access to the policymaking process.
Currently, policy procedures in Japan are often criticized for their opacity and reliance on personal networks. For foreign companies in particular, the system is frequently regarded as a “black box.” By addressing these issues, we aim to deliver a transparent and replicable policymaking environment, enabling startups, corporations, multinationals, and local governments to participate with confidence.

1. Policy Navigator
Policy Navigator is an AI-powered platform that collects and analyzes diverse information sources-including legislative records, social media, press conferences, draft bills, and past statements by Diet members-to generate actionable insights for policy advocacy.
 
2. Lobbying Support
We provide hybrid support that integrates AI-driven analysis with the expertise of seasoned policy professionals. From clarifying client objectives to stakeholder mapping, drafting position papers, engaging with ministries and legislators, and evaluating outcomes, we deliver end-to-end support. This transforms traditional lobbying-long dependent on personal connections-into a transparent and replicable process.
 
3. Kokkai Sokuran
Kokkai Sokuran is a comprehensive database integrating profiles of members of the National Diet and senior officials in central ministries. As the first bilingual (Japanese-English) system of its kind in Japan, it offers an accessible tool for foreign companies and international organizations entering the Japanese policy landscape.**

Future Outlook
Japan’s systems for lobbying and policy participation remain among the least developed in the OECD, where a lack of transparency and fairness undermines corporate activity and global competitiveness. In contrast, international frameworks-such as the U.S. lobbyist registry and the EU Transparency Register-have accelerated digitalization and SaaS adoption in public affairs. The global public affairs market, driven by North America and Europe, is growing at over 10% annually and is projected to reach trillions of yen by 2030.
Amid these global trends, Policy Innovation Japan will strengthen three strategic pillars: AI-driven policy information analysis, stakeholder network visualization, and transparent policy advocacy log management. By doing so, we aim to establish ourselves as the pioneers of AI-powered public affairs in Japan. 
Our medium-term goal is to secure three government contracts and fifteen private-sector contracts by the end of fiscal 2026, thereby building a trusted foundation for transparent, replicable policy participation both domestically and internationally.
Looking further ahead, we intend to achieve internationally recognized levels of accuracy in AI-based policy forecasting, evolving our platform to compete with global leaders such as FiscalNote and Quorum. Leveraging the bilingual functionality of Kokkai Sokuran, we will also support foreign enterprises and international organizations in entering the Japanese market more smoothly, ultimately aiming to become a global hub for AI-powered public affairs.
